ICANA reports that on July 16, in a decree, Khamenei has reinstated three theologians to Iran’s Guardian Council (GC).
The Leader reinstated Ayatollah Ahmad Jannati, Ayatollah Gholam Reza Rezvani and Ayatollah Mohammad Reza Modarresi Yazdi to the Guardian Council on Thursday.
Under the Iranian Constitution, the Council is comprised of 12 members — six theologians aware of the present needs and issues of the day who are selected by the Leader and six jurists specialized in different areas of law who are nominated by the Judiciary chief and approved by the Parliament.
The body is tasked with ensuring that all pieces of legislation passed by the country’s Parliament are fully compatible with the criteria of Islam and the Constitution.
In a letter to the Majlis speaker, Judiciary Chief Ayatollah Sadeq Amoli Larijani nominated five jurists on Wednesday, three of whom will be elected by the parliament as the members of the Guardian Council.
Due to the fact that the term of office for three members of the Guardian Council will draw to an end on July 16, hereby the names of Mohammad Salimi, head of the branch 31 of the Supreme Court; Ahmad Beigi Habib-Abadi, advisor to the Judiciary chief; Mohammad Reza Alizadeh, the current member of the Guardian Council; Mohammad Hadi Sadeqi, a faculty member of Shiraz University; and Siyamak Rahpeik, head of the Judicial Faculty in Tehran, are submitted to the parliament to choose three from among them, the letter reads.
Interestingly, Gholamhossein Elham, the spokesman for the Council is not on Judiciary Chief Sadeq Larijani’s list. His term has ended, and it looks like he has been thrown overboard. He has publicly accused Ayatollah Rafsanjani of trying to “cut off” Ayatollah Khamenei from leadership. He also claimed that former President Mohammad Khatami has always aimed at “crossing over the Islamic system.” In January, speaking to citizens in Qom he said Rafsanjani had repeatedly tried to exclude Ayatollah Khamenei from leadership and “take over the system and the Revolution through the executive branch of the government.” Mr. Elham is a close associate of Mesbah Yazdi, member of the Haghani inner circle (Hojjatieh) and a supporter of Ahmadinejad.
The Guardian Council is in charge of vetting election candidates for presidency, Parliament and the Assembly of Experts. Ensuring the compatibility of the legislation passed by Parliament with the criteria of Islam and the Constitution is among other duties of the council.
